What is the Home Weatherization Assistance Program (HWAP) ?
The Home Weatherization Assistance Program is a no-cost energy assistance program designed to reduce energy costs for low-income families, particularly for the elderly, people with disabilities, and people with children. The goal is to improve the energy efficiency of their homes, while ensuring their health and safety.
Community Action Council of Portage County provides services to Portage and Trumbull County residents who meet the eligibility requirements.

Who is Eligible?

- Consumers whose income is within 200% of the Federal Poverty Guidelines
- Consumers who receive Supplemental Security Income (SSI)
- Consumers who qualify for or who are participants in the Percentage of Income Payment Plan Plus (PIPP Plus)
- Renters, with their landlord's approval, can receive weatherization services

What Services are Provided?

All homes receive a:
- Weatherization review to determine the most cost-effective weatherization services
- Safety inspection on the combustion appliances such as a heating unit, gas stove, water tank, etc.
- Tune-up / repair of combustion appliances
- Insulation of attics
- Insulation of sidewalls
- Sealing of heating ducts
- Insulation of floors or foundation perimeter
- Insulation of water heaters
- Reduction of air leakage from major sources
- Personalized energy management plan
- Information on how to control humidity in your home
The HWAP program is administered by the Ohio Development Services Agency's Office of Community Assistance and funded by the U.S. Department of Energy and the U.S. Department of Health and Human Services.
