Project HOPE is a program operated by the Community Action Council of Portage County designed to provide emergency home repairs to low-income homeowners in Portage County and Trumbull County.
The program is funded by the Ohio Development Services Agency (ODSA), Office of Community Development. The primary goal of HOPE is to prevent eviction or homelessness due to the inability to make repairs required by mobile home park managers, park owners, local Health Departments and Building Departments.

Services Provided
The project is designed to complement our existing energy conservation programs but if you have already received our services under HWAP you may still be eligible for HOPE. Under HOPE, we could:
- Repair or replace your heating unit;
- Repair or replace your hot water tank;
- Make additional repairs necessary to correct code violations;
- Make handicapped accessibility modifications;
- Repair plumbing or sewer problems, if possible; and/or
- Make limited electrical repairs.
- HOPE is a one-time service

In order to qualify for assistance, you must:
- Own the home prior to applying for services;
- Have a notice of eviction for material violations from your mobile home park;
- Have a disability that requires handicapped modifications to your home;
- Have a code violation or a repair problem that may cause potential health concerns or homelessness; and,
- Have annual income that is at or below 50% of the median income levels as established for Portage or Trumbull County. Please note that each county has separate income guidelines as listed below.
